The Humble Petition of Charles Liontague Ede of Victoria în the Colony of Hongkong, Gentleman.
1. Your petitioner begs to submit for Your Excellency's consideration the scheme for housing Portuguese members of the Community as set out in the enclosed print thereof.
2. The need for providing housing accommodation for members of the Portuguese community is, your Petitioner humbly subunits, an urgent one. The circumstances giving rise to such need and the means which Your Petitioner has devised to meet such need will fully become apparent from a perusel of the scheme.
3. Your Petitioner will be happy to furnish Your Excellency with any further explanations Your Excellency may desire than ap-" -pear in the scheme enclosed and with information on any points which the scheme does not make clear, or which suggest themselves, to Your Excellency.
4. In the event of the scheme commending itself to the favourable consideration of Your Excellency your Petitioner would direct Your Excellency's attention to the following details which will be necessary to perfect, and to ensure, the realization of the objects of the scheme :-

It will be necessary for the Government to make the necessary road rendering the site of the proposed reservation accessible from the present public highway. It will be necessary for the Government to erect a Market on or near the site of the proposed reservation, the provision of which is essential feature of the schere.

It will be necessary for the Government to train the nullahs in the neighbourhood of the proposed reserva- -tion which expert medical advice consider necessary to be trained to ensure the health of the persons residing in the reservation.
It will be necessary for a Government Medical Officer to visit the site of the proposed reservation to report on the scheme of drainage proposed therefor by Dr. Watson and to approve thereof with such modifications or alter- -ations as to such officer may appear desirable.
Your Petitioner would submit for Your Excellency's con- -sideration that it is essential to the materialization of the scheme that all possible steps should be taken to render tue pro- -posed area fever-proof as it is vital the persons residing in the reservation should be assured of immanity from fever as far as the experience of expert medical scientists can suggest means to this end.
